Not possible. Anything you are to disenchant is possible no matter the level of enchanting. Some items, despite having non-unique enchants like the thieves guild armor, just aren’t allowed to be disenchanted.

The game is just essentially over because you have nothing to really do, no quests.? Radiant quests keep going on and on but almost everything else has an end, yes.
