Use all boats at least once in a tournament event. Boats will unlock as you play through the Arcade and Time Trial mode (do those first).

Monster Fish will spawn in any 1 of 5 spots on each Lake; these spots are always in the same location, but the spawn sequence differs. Once you catch a Monster Fish, you can search the other spawn spots on the map (during the same session) to catch it again, if desired.
