As much as I love the ODSTs, Spartans are just far superior in training, armor, augmentations, etc. It’s not really much of a contest. If you went by gameplay (ODST : Halo Trilogy) then maybe the ODSTs would have a fighting chance. But, canonically, not even a question.

The elite wins hands down. ODST armour can’t survive plasma damage, just a couple of hits would put the ODST down while the Elite’s shields could take the return fire, especially at longer distances where the SMG’s effectiveness is greatly reduced.
